2018-2019 WINTER ROAD SERVICE POLICY POLICY STATEMENT

The intent of this policy statement is to delineate standards and procedures to be employed in the Township of Pine’s operations.  It is the goal of the Township of Pine to ensure public safety as well as provide a safe working environment for its employees.  Available resources will be utilized in an effective and efficient manner to provide the best practical winter road service.

OPERATION  PROCEDURES 

The Township of Pine does not maintain State roads within the Township.  State roads are maintained by PennDot.  These roads include:  Babcock Boulevard, Bakerstown Road, Franklin Road, Freeport Road, Gibsonia Road, Graham Road, Mars-Valencia Road, North Chapel Drive, Pearce Mill Road, Perry Highway, Wallace Road, Warrendale Road, Wexford Bayne Road, and Wexford Road.  Questions concerning the maintenance of these roads may be addressed by calling the Pennsylvania Department of Transportation (PENNDOT) at 800-Fix-Road or 412-429-5000.   These County roads are the responsibility of Allegheny County (412-350-4005):  County Lane, Kummer Road, North Ridge Road, Reynolds Road and a section of Brown Road from Pineview Drive into North Park.

The Public Works Department shall be on call 24 hours a day, seven days a week for the purpose of winter road service on Township roads between November 1 and March 31.  Road service shall commence when the following criteria is met:  1) snow accumulation reaches one inch on roadways between the hours of 4:00 a.m. and 10:00 p.m., or; 2) snow accumulation reaches four inches on roadways in accordance with PennDOT’s maintenance manual for Class C and D roads between the hours of 10:00 p.m. and 4:00 a.m., or; 3) icing conditions exist, or; 4) the Director of Public Works determines hazardous conditions exist.  Winter road service shall consist of snow plowing, application of anti-skid and de-icing materials, and maintenance of Township road-drainage basins and lines as deemed necessary by the Director of Public Works.

 Upon the roadway conditions meeting the above criteria, the Northern Regional Police Department will notify the Director of Public Works who will then call out the road crew.  The Public Works Foreman will call in the road crew when the Director is on leave or can’t be reached by telephone.  The Public Works Foreman shall respond and take corrective action by assessing the road conditions and exercising his judgment to best utilize available resources.  Exceptionally dangerous conditions may require that the Police Department stay at the scene and provide traffic control until the problem is addressed.  When possible, specific problem areas for spot salting should be identified before the Police Department notifies the Director of Public Works and/ or the Public Works Foreman.  During overtime hours the Public Works Foreman will be the Public Works crew’s immediate contact and they will report directly to him with any questions and concerns.

Every effort will be made to secure contracted assistance in the event that municipal forces are unable to maintain the roadways.
